Per community discussion (see the provided URL), I would like to request the
following changes in the user rights configuration for Arabic Wikipedia
(arwiki):
1) Bureaucrats should be able to add and remove users from the "import"
usergroup.
2) Administrators should be able to add and remove users from the "uploader"
usergroup.
I am a checkuser and sysop on arwiki and I am reporting this on behalf of the
Arabic Wikipedia community. Thanks.
