This page belongs to power users, having the right to delete a page, not to
newbie contributors.

I beg to differ, in this context, it seems to me this is the more natural place
to edit the interface. Any other places would be lost in the swarm of
MediaWiki: messages.

I understand the use of a text browser is a limiting factor, and before
replying you, I tested it under links and lynx but the grammar and the item
position (AFTER the submit button) help to understand it's an extra.

This preference would be something like $wgShowDeleteReasonsLinkOnDeletePage in
LocalSettings.php.

That will be lost too in a documentation.

Could you confirm us you've a real need we implement this change, like a
running wiki where you would like to set this setting to false?
