Ok, bug 39769 might be a symptom of a more general problem:
Sometimes when browsing by country, drilling down results in some strange
mash-up view like the attached. It seems the app is trying to track the
drill-down path and somehow puts all of that on one screen.
What I saw in bug 39769 was the opposite: all of the entries in one admin level
were shown in the incomplete upload list, not the drill-down path.
