There was a request to enable the "missingsummary" feature on the German
Wikipedia (if the user didn't specify otherwise in his preferences, he gets a
warning if he tries to save a page without filling out the summary).
However, missingsummary is buggy (conflicts with extensions, such as
ConfirmEdit (Captcha)) and it can't be enabled for specific namespaces only (in
most cases, if ns!=0, a summary is not needed).
A better alternative utilizing AbuseFilter has been written and is ready to
replace 'missingsummary'. Therefore please disable 'missingsummary'.
