* detect existence
* auto-create the list instead of hardcoding
* links to highlight and raw text
conf/highlight
* nav links to git version history and raw text
* auto-detect whether file is allowed to be viewed (check based on whether this
file is listed in glob( 'conf/*' )
That way anything in conf/* that is viewable is listed, and anything listed is
viewable. Win win in both directions (solves bug 39668).
