As I understand it, the editbugs permission was removed from new accounts in
response to some abuse of this Bugzilla installation.
Now there are a few hundred accounts that are missing this user right, most of
which are likely legitimate accounts. From some of the comments I've read, this
group of unfairly restricted user accounts apparently includes some Wikimedia
Foundation staff. This needs to be fixed.
