At least from what I can tell, $wgAutopromote's default value changed somewhere
in the 1.20 series, because upgrading to MW1.20wmf11 temporarily broke the
autoconfirm system.
LocalSettings.php on our system did not set a custom value for $wgAutopromote,
as the default value was sufficient for our needs. The autoconfirm issue was
resolved by setting $wgAutopromote in LocalSettings.php to the default value
listed in the MediaWiki documentation (
http://www.mediawiki.org/wiki/Manual:$wgAutopromote ).
This suggests to me that something happened to the default value for
$wgAutoconfirm (and possibly other configuration settings).
