Any attempt to download files from HTTPS sources via
url-downloader.wikimedia.org:8080 results in an error: Error fetching URL:
Received HTTP code 403 from proxy after CONNECT
I'm guessing this is just because the proxy wasn't setup to allow HTTPS...
