I would suggest if you really wish to transform purpose (2) into reality to consider adding an abusefilter group with the rights to edit (abusefilter-modify) and abusefilter-revert (revert all the changes matching a filter). [ Where to fill bugs? ] Site configuration are to be filled in product Wikimedia, component Site configuration (or Extension setup when you need a new extension). MediaWiki extensions are for bugs and feature requests directly for the extension (ie the code we use but also deliver to the world), Wikimedia configuration for wiki specific config (ie our own config).
