The Zuul gateway needs a description of the Jenkins job and what to do with the
events coming from Gerrit. The file is a simple YAML file.
Did some progress on labs. Will need to establish a list of job names then
build two different pipelines:
- precheck : (linting, code style etc).
- gating : unit testing
