It appears that some blocked users are able to moderate feedback, when they
should be prevented from both posting and moderating, as outlined here:
http://www.mediawiki.org/wiki/Article_feedback/Version_5/Feature_Requirements#Access_and_permissions
Please make sure that blocked users can only view feedback, but not act on it
in any way.
This issue was originally brought up about blocked user Rodhullandemu, who
recently marked a series of posts as resolved. The 'Mark as resolved' button
may have been surfaced to him when we decoupled it from 'Feature this post'.
