The ShowRawCssJs hook is currently used for custom rendering of CSS and JS
pages, notably by the SyntaxHighlight_GeSHi extension, which is deployed on
wikimedia sites. This should be replaced by a hook or other extension interface
on the CssContent and JavaScriptContent classes.
Note that extensions that provide custom rendering may need to add dynamic
resources to the output. We have to make sure this works via ParserOutput, or
find another way to do this.
