Implementing a template engine which can then be used in PHP as well as in
JavaScript,
allowing us to define snippets of HTML with basic logic/placeholders.
This should be done using resource loader. Probably as simple as defining a
custom module which submits templates in a similar fashion to mw.config
variables.
