Thumbnails are showing old versions for weeks:

Other thumbnails return a 404:

Purge never does anything.
Dozens of examples for the same issue can be found in bug 31680 (assigned to
the MediaWiki developers but it obviously is not a MediaWiki bug) and bug 28613
(closed and "resolved" but in reality it never resolved anything).
I call this a "blocker" because of the 404s.
