The rel="license" link rel works now and works quickly. See this search, which
is on a domain on which it was only recently added (in time with the CC-BY-SA
switchover):
http://www.google.com/search?q=site%3Awikifur.com&as_rights=(cc_publicdomain|cc_attribute|cc_sharealike).-(cc_noncommercial|cc_nonderived)

It is used by the Creative Commons link generator:
http://creativecommons.org/license/ (try generating a license, you'll see it
there)

I personally feel that Project:Copyrights is a more appropriate location for
the meta copyright tag to point to, if it exists. The W3C specifies it as "a
copyright statement for the current document."
