Not sure if it is a wanted change, however when accessing
Special:AbuseFilter/NUMBER the options that allowed for more settings like
"Tag", if they were not selected, the content was collapsed and hidden (ie: the
"which tags to apply" box didn't appeared until you checked the checkbox).
With this recent MediaWiki upgrade, this behaviour has changed and now
everything appears visible and uncollapsed, which is a little mess...
