We have to support it, as it is a significant portion of our userbase. The provided alternate class would indeed work on all browsers, but only on a fixed-width popup (which isn't friendly to other languages, or flexible enough to provide other messages). The margin-bottom was cruft that we didn't catch in our gerrit review; it can be safely removed. As for blocking version history, I'm unable to reproduce the issue.
