The files in /h/w/common/php-master are automatically updated via the
wmf-beta-autoupdate script which runs as user mwdeploy, group mwdeploy.
Whenever an operator wants to manually update the files he faces permissions
issue since we are not members of the mwdeploy group.
I guess the easiest would be that the mwdeploy user primary group get changed
to "svn" just like labs operators.
