Cloned from bug 32551.
It should be possible to edit a page for which there is an entry in the page
table but no revision.
This currently fails with an edit conflict error. It worked before.
Yes, this is something that should not happen, but we may end up in this broken
status, see bug 32551 for a few instances.
This bug tracls fixing the bogus edit conflict and adding tests.
