Language::isWellFormedLanguageTag() – Checks whether the language tag is well
formed. Like isKnownLanguageTag but less tight and more flexible. Would accept
non-sense stuff like fi-Cyrl-JA-x-foo that semantically makes no sense but is
valid according to the rules.
