We would want to avoid captions being hosting per site. I don't think that would be ideal. Its confusing that you can edit a description page locally and on the host wiki. But It will be even more confusing to be able to edit subtitles locally and on the host wiki. I would suggest we just provide a link to commons timed text page for any remote asset?
