A shiny new MediaWiki labs instance can't run the MediaWiki unit tests, you
need to install PHPUnit. It would be nice if this were part of the out-of-box
setup.
I think this would be a change to manifests/role/labsmediawiki.pp. It's
currently easier said than done, see
