gerrit 16419 will add Watchlist grouping, but that patch set contains no
changes to the api.
When the change set is merged, please change the necessary modules inside the
api (or do it now as a seperate change set, depending on 16419).
This modules needs a new param:
* action=watch
* list=watchlist
* list=watchlistraw
A way to get the list of all groups and maybe to manipulate the list is needed.
