See URL: global account GMM doesn't exist, but ru.wikivoyage user GMM is asked
for pt.wiki's GMM password to continue to global account creation.
AFAIK this shouldn't happen, I don't know what's going on exactly: Platonides,
could the creation of the new local account by database fiat have had weird
interactions with the change you made to forbid new local accounts conflicting
with local accounts elsewhere?
