Some useful DB queries

Abuse filter is a powerful tool, and can kill a wiki if not used with care (as
some recent examples showed us).
In general, it's an important part of the wiki's activities (or missed
activities) and we need some insight on how it works on all wikis, because its
usage differs a lot across them.
Some information is private for unprivileged users; and most of the value is in
seeing the data in a compact view for all wikis and with change over time.

On https://jira.toolserver.org/browse/DBQ-178 I described some metrics and Hoo
wrote the relevant DB queries (not all of them are possible on the Toolserver).
Krinkle had said that, if provided with queries, a webtool person could create
a report on toolserver easily enough, but this has not happened yet.

Filing in ReportCard component in case this can be done within it; if someone
pops up and creates a Toolserver report instead, better so.
