So maybe the decision is whether these are archives or not. To me, this needs a look at the original decision process about why they are closed and whether they are archived. If there is to be a policy change, get it discussed/clarified/ratified/rectified via an RFC. I don't think that it is a staff job to have to interpret what is a policy function. If you need curatorial work done on these closed wikis, then have the scope of works classified, and maybe even put in place a curatorial team able to do it.
