WikibaseClient needs a configuration option to tell it to enable, create and
use local cache tables (entity cache, items per site).
If set to false, then not create the tables and needs to correspond to
pollForChanges mechanism that works outside of the WMF cluster.
For now, the configuration option can be set to false.
While WMF will not run update.php and the tables won't be created, stuff like
jenkins might use update.php.
