I'd like to ask for somebody to set $wgUploadNavigationUrl for pl.wikipedia to
"//pl.wikipedia.org/wiki/Wikipedia:Prześlij_plik" per local consensus.
The community has decided to strongly discourage local file uploads, but to
still allow them, "just in case". That page is a hub that directs users to
Commons or to the local form on Special:Upload.
