This was mentioned on commons village pump Simon Burchell. I thought I'd file a
bug so the feature request doesn't get lost. (link for reference:

Have some way to specify a default page, so that when you visit the image
description page, the default page is shown instead of just the first page
(assuming no page url parameter is included).

Potentially this could also be used in the category galleries, or generally if
someone does a file link and does not specify the page

I imagine a syntax along the lines of {{DEFAULTPAGE:17}} would be used.
