The VisualEditorMessagesModule class does not implement a ::getModifiedTime()
method, and the default falls back to timestamp 1 (Thu Jan 01 1970 00:00:01),
which, together with the max() with global MediaWiki Epoch is stuck on
Wikimedia servers on 20120908T000000Z[1].
