For example, I have a 1920x1080px image of which I want to request a 400px
version.
[[File:Wikipedia_Puzzle_Globe.jpg|right|400px|middle]]
works just fine. But then if I want a caption and a frame, using
[[File:Wikipedia_Puzzle_Globe.jpg|frame|right|400px|middle|The Wikipedia
globe]]
returns a frame and a caption, but the image is 1920x1080px and not 400px wide.

I don't know how far back this bug exists, but it is certainly broken on the
1.21wmf5 version on donate.wm.o as of 2012/12/06.
