In https://gerrit.wikimedia.org/r/#/settings/projects it is possible to watch
new changes, comments and submits, but not new patchsets. Though normally a new
patchset gets a comment added by the committer, this is not always.
I imagine this would be an upstream bug, unless there's a configuration option?
Spent a few minutes looking for sysadmin documentation of this area but was
unable to verify one way or the other, sorry.
