It's possible for pollforchanges to use the site link table to determine which
pages to update, and eliminate need to access entity blob data here.
The lookup table will be faster to use here, and less complexities / potential
breakages.
In phase 2, we still will need to access the entity data once we determine an
infobox uses some piece of data.
