Steps to reproduce ::
1) Start editing an article
2) Click 'Save Draft'
3) Select the article for editing.
<<Draft will be listed and Saved time displayed is not matched with actual>>
Also
draf_starttime, draft_edittime and draft_savetime in Drafts table do not match
with the actual time
Expected Outcome::
Saved shall match with actual time of the events.
