There has been very little discussion thus far, probably because the community
is very small and the people who are active now are not particularly interested
in structural changes, like this one.
It seems like Dodde and I (Skalman) agree that we want to:
* use sv-N for mother tongue
* use levels 0-4 (not include level 5; like en-wikt)
* categorize users under: "Kategori:Wiktionary:Användare <langcode>" and
"Kategori:Wiktionary:Användare <langcode>-<level>", e.g.:
** "Kategori:Wiktionary:Användare sv" and "Kategori:Wiktionary:Användare sv-N"
The only difference from our current {{babel}} system is that this would add a
"Wiktionary:" prefix to the categories.
