The Details-URL/Permalink-URL should be really permanent so that the link even
works if a article is moved to a different title.
This includes that Special:ArticleFeedbackv5/<some random pagename>/95 should
point to same feedback as Special:ArticleFeedbackv5/<original pagename>/95 and
not failing with an empty page or (for non-existing pages) with "Invalid page
ID"
