Puppet has a tendency to fail its initial run, leaving us no way to fix a
broken instance, even after we've fixed puppet. If we switch to salt for the
initial bootstrapping, we can have salt run puppet, then can re-run puppet if
it fails, for some reason.
Ideally we'd be able to make this run as a salt reactor.
