While the cant purge all thumbs is a potential issue, without the other issue I imagine it is rather rare and even rarer that it would get noticed, although I have no evidence to back that assertion up. Furthermore appending action=purge to thumb url and then to image desc page would probably fix it, which users may try on their own.
