Reproduced on the english-language Wikipedia.
For a page containing the Wikitext "[[Image:Sample.svg|link=de:Wibble]]", an
entry is created in the pagelinks table ( id, 0, 'One' ).
No similar entry is created for "[[de:Wibble]]" or "[[:de:Wibble]]". I believe
that some part of the parser specific to image tags is missing a check for an
interwiki link.
