I am a bureaucrat on English Wikivoyage (User:Wrh2) but the
http://en.wikivoyage.org/wiki/Special:UserMerge is giving the error:
Permissions errors
You do not have permission to <action-usermerge>, for the following reason:
You are not allowed to execute the action you have requested.
This has been working for several weeks and did not generate any errors when
used by me about eleven hours ago. Hopefully this is an easy fix as there are
a few merge requests pending.
