On test2wiki every article is subject to Pending Changes, the software that
creates the "Unchecked" button with the link to FlaggedRevs docs.
The Page Curation Toolbar will not load on any page under Pending Changes.
Severity is "major" because this conflict makes it impossible to exercise
PageTriage in any meaningful way on test2wiki, where every article page is
under Pending Changes.
