Related to bug 44083
Because there is not yet a paragraph to insert content in, the link inspector
won't be able to insert the new link text into a slug, even if bug 44083 is
fixed.
The solution is probably to make the automatic paragraph insertion code in
ve.ce.Surface.handleInsert more generic and moving it into
ve.dm.SurfaceFragment.insertContent, triggered when inserting at a slug
location.
