per our chat on IRC, please create a component for "planet"
(http://planet.wikimedia.org). I guess in Product Wikimedia. Add a description
that this is for technical issues with the planet and should not be used for
simple requests to add new feed URLs. Those can be handled via the meta page or
people can just submit gerrit changes now.
