Splitting off from bug 44020, now that bureaucrats on the English Wikivoyage
have the "usermerge" user right (cf.
<https://en.wikivoyage.org/wiki/Special:ListGroupRights>), I'm still getting an
odd error message at <https://en.wikivoyage.org/wiki/Special:UserMerge>:

I don't believe "<action-usermerge>" should be exposed in this way. Something
seems awry.
