Per discussion, tours should only log if explicitly told to do so.
Since this is another per-tour property we should look at some point again at
the API. See
https://www.mediawiki.org/wiki/Guided_tours/API_brainstorming#defineTour_Proposal
Right now there's no good way to pass in per-tour fields.
