Per above (URL), we request the creation of the "flood flag" user group.
([[m:Meta:Flood flag]] Bug 15176) but with the difference that sysops must be
able not only to give/remove the flood flag for themselves, they must be able
to remove the flood flag from other administrators as well. Permission is
supossed to be avalaible only for sysops. Thank you.
