Note, it's not deployed! (for obvious reasons)
Though, it doesn't help us with other old stale parser cache entries laying
around.

I guess it should maybe match Squid Maxage.. Should the parser cache also be
lower for foundationwiki? 60 minutes seems a bit on the low side though.
