PDBHandler is an extension that enables interactive 3D models using WebGL,
intended for Wikipedia deployment. I'd like to have a 'PDBHandler' component
under project 'MediaWiki extensions' so bugs can be filed for the project as
necessary. PDBHandler is currently set to be code reviewed (see
https://bugzilla.wikimedia.org/show_bug.cgi?id=44660).
