The base config used by parse.js and parserTests.js is missing the language
link prefixes expected by parserTests, which causes language-related
parserTests to fail when https://gerrit.wikimedia.org/r/#/c/46027/ is enabled.
Some expected prefixes are 'en', 'es' and 'zh', but there might be more.
