However, if I understand correctly, you're effectively broadening the scope of the autoblock, so it seems reasonable to consider a different cookie duration than $wgAutoblockExpiry. If someone vandalizes from a shared computer that occasionally changes external IP, before the block would only be tied to the shared IP (unless someone tried to log in).
